The European Agency for Reconstruction (EAR) is seeking proposals under the Programme “Fund to Support Civil Society in Serbia“, with the financial assistance of the CARDS Programme. A Fund of 1,9 million € is available to finance selected projects through grants on the whole territory of Serbia.
The overall objective of the programme is to contribute to the development of the civil
society in Serbia. Through the Fund to Support Civil Society, EAR intends to improve legal and financial environment under which NGOs in Serbia operate and strengthen their competences in planning and implementing community development programs. A special emphasis is placed on support to NGO projects and activities related to environmental protection.

Size of the grants
Any grant awarded under this programme must fall between the following
minimum and maximum amounts

• minimum amount: EUR 50,000
• maximum amount: EUR 150,000

The programme “Fund to Support Civil Society in Serbia “ will support projects with
a minimum duration of 9 months and maximum duration of 12 months.

Who may apply?
All non-governmental organizations registered in the Republic of Serbia can apply
as lead applicants.
The following organizations are eligible as partners: other
non-governmental organizations, local governments, private sector.

Applications must be submitted using the official application form,
accompanied by the required supporting documents that can be found at www.crnps.org.yu. The application form may be obtained in electronic form by contacting

Applicants must present a detailed description in the English language of the activities proposed, including a clear and detailed budget in euros.

The deadline for submission is 3 October 2005. Organizations wishing to apply are asked to submit their proposals in a sealed envelope by registered mail, courier or by hand-delivery at the address below

Grant award decisions are planned to be announced by 15 December 2005.

Regional information meetings about the programme will be organized in 3 cities in Serbia:
• Beograd, Media Center (Sava Center) – September 5, 2005 at 12.00 h
• Novi Sad, Hall I, Assembly of AP Vojvodina – September 7, .2005 at 12.00 h
• Niš, Media Center – September 9, .2005 at 12.00 h

At these information meetings Serbian non-governmental organizations, local
governments and profit sector will be informed in more detail about the programme “Fund to Support Civil Society in Serbia”, how to apply, criteria, etc.
